Yes. A heat pump works well through a Tucson-basin winter because freezing nights are rare. At the airport the 1991-2020 normals show fewer than 12 nights a year at or below 32F, and no normal day stays below freezing. Mount Lemmon and Summerhaven are the exception.

What do Tucson winters actually look like?
January’s normal high at Tucson International Airport is 66.5F and the normal low is 40.8F. The City of Tucson’s winter design temperature is 35F, the number a pro uses when sizing heating. Tucson has about 2.6 cooling degree days for every heating degree day, so the heating load is modest next to the cooling load. A heat pump is the sensible default for a Tucson-basin home because it handles both.
What happens on the coldest mornings?
Heat pumps lose some capacity as the outside air gets colder, and Tucson’s coldest nights test that. The unit may run longer, and many systems include backup (auxiliary) heat, often electric resistance strips, that comes on when the heat pump alone cannot keep up. On a cold morning you may also see the unit run a defrost cycle and give off steam. See heat pump frozen or steaming.
What about Mount Lemmon and Summerhaven?
The Mount Lemmon weather station sits at about 7,047 feet. Its normals give about 4,024 heating degree days a year, roughly three times the airport, and about 53 nights a year at or below 32F. Code design conditions above 4,000 feet in Pima County list a winter design temperature of 4F. At that elevation, a cold-climate heat pump or backup heat is a question for the pro, not a default. See HVAC on Mount Lemmon and in Summerhaven.
Does heat pump air feel cooler than a furnace?
Air from a heat pump is warm but usually cooler at the vent than air from a gas furnace, so it can feel milder at the register. Ask the pro about airflow and duct size, since ducts that are too small can hurt comfort. See ducts too small for a heat pump.
Does the power plan matter?
On TEP’s time-of-use plans, the winter on-peak is weekdays from October to April, 6 to 9 a.m. and 6 to 9 p.m. Heating a house through those windows costs more than at other times on that plan, so ask the pro about thermostat scheduling. Check your plan on tep.com.
Should you keep a gas furnace instead?
Some homeowners choose a dual-fuel setup with a heat pump and gas furnace together. Southwest Gas is the natural gas utility in the area. For most of the basin, a heat pump alone covers the winter. Compare in heat pump vs gas furnace and dual-fuel heat pumps.
Are there rebates?
TEP’s Efficient Home Program works through participating contractors. As listed by TEP in October 2026, a heat pump quality installation can carry up to $720. Confirm the current terms with TEP or the contractor.
