What does a hard start kit do?

The compressor draws much more current to start than to run. A kit adds a start capacitor that boosts the motor at startup, plus a relay that takes it out of the circuit once the compressor is running. The compressor gets up to speed faster, with less strain and less dip in voltage.

Why does Tucson heat matter?

A compressor works hardest when the outdoor air is hot. The City of Tucson lists a summer design temperature of 105F, and the airport averages about 68 days a year at or above 100F.
